The Health and Emergency Response Occupations Center (HERO Center) is a jointly and equally owned, maintained, operated, and managed facility by the City of Cottage Grove and City of Woodbury, Minnesota. Established in 2018 by a Joint Powers Agreement, the Facility Operations Committee (FOC) consists of six members who coordinate the joint use and operation of the HERO Center.
